Foreign business ownership

Own and control 100% of your company as a foreign entity.

Macau allows full foreign ownership of a limited liability company (LDA). There are no restrictions on foreign individuals or entities being shareholders or directors, and there is no local residency requirement. You can be the sole director and shareholder of your Macau company. The minimum share capital for an LDA is MOP 25,000 (around USD 3,100), and the company can be managed from overseas. While Macau previously had an offshore regime, it was abolished in 2021; however, companies can still conduct international business under the standard regime.

1. Application of admissibility of trade name

Fill in the required form with your proposed name and a clear definition of the objectives of the company.

2. Memorandum and articles of association

Prepare a notarial contract or individual contract confirmed by a public or private notary, according to the type of company and legal requirements in force.

3. Registry of the company

Submit the following documents: Letter of Application (with verification of signature), Company Constitution Document, List of names of shareholders and I.D. copies, List of names of the administrative board, Letter of Appointment of the administrative board, and Copy Certificate of Admissibility of Trade Name.

4. Declaration of commencement of operation

File the required documents: Filing in the Industrial Tax (Form M1, 2 copies) with the verification of signature, List of names of the shareholders and their ID copies, List of names and Letter of Appointment of the administrative board, Certificate of registration issued by Commercial Registry Office (CRCBM), Copy of the Memorandum and Articles of Association, and Payment of the Industrial Tax (Form M 7).

5. Opening a corporate bank account

We work closely with several local and international banks and can prepare all documents and arrange a meeting for you. Alternatively, we can provide you with the resolution to open the bank account by yourself.

6. Securing work visa

Before you or your foreign staff can start working in the new business, you will need to obtain work visas. It is a straightforward process for most nationalities. Foreign nationals intending to work in Macau must obtain:
  • Employment Authorization from the Labour Affairs Bureau (DSAL)
  • Authorization to Stay from the Residence and Stay Affairs Department
  • Even nationals from visa-exempt countries (76 jurisdictions) must secure a work permit and employment visa before commencing work. The process typically takes 45–65 days and must be completed in person or via a legal representative.

  • MOP 1,000 for capital between MOP 100,001 and MOP 1,000,000
